We’ve all heard of Déjà vu, but this year’s session was likened to vu-jà-dé. Not even the most seasoned legislators or lobbyists have experienced the likes of the 2020 legislative session during their careers and everyone hopes there is never another like it. While the environment was nothing short of bizarre at times, AGC Georgia was proud to be an integral part of passing several legislative proposals that make doing business in Georgia better for contractors.

Each August, Mark Woodall makes a Members First tour around Georgia visiting with industry leaders and sharing the results of the year’s legislative session. While it’s not prudent to gather groups for indoor meetings just yet, he still looks forward to connecting with members in each of our 8 regions to have a casual conversation. He’ll share the back story on specific proposals and explain their road through the legislative process. As we’ve already explained in several legislative alerts, both the Lien Law amendments and recommended changes to the state’s private provider plan review and inspections laws passed both chambers. Governor Kemp has already signed the latter into law. It became effective July 1. We are optimistic he’ll sign the Lien Law bill in the coming days, which would then become effective on January 1, 2021.

Many more bills impacting Georgia’s construction industry were also front and center during the vu-jà-dé session. Mark will take a deeper dive into those providing COVID-19 protection to businesses. He’ll also explain why sovereign immunity and another topic focusing on dedicating revenues derived from fees or taxes to the public purpose for which such fees or taxes were imposed will be on the ballot in November for voters to decide if they should become law. There are new laws in effect now that also help negate a court decision that kept two parties from entering into a contract to provide extended warranties.

Mark plans to take questions as we hope to keep these meeting conversational and laid back.
